The preparation of a new Draft Local Environmental Plan (DLEP 2011) is complete and the community is invited to consider the Plan and make comment.

DLEP 2011 is a comprehensive draft local environmental plan prepared in accordance with the Standard LEP and based on the City of Ryde Local Planning Study 2010.

Community Comment

On the 2 November 2010, Council resolved that upon the DLEP 2011 being submitted to the Department of Planning, that the draft Plan be made available for community comment.

DLEP 2011 was submitted to the Department of Planning on 23 December 2010 with a request that the Director General of the Department of Planning issue a Certificate to allow the formal exhibition of the draft Plan under the Environmental Planning and Assessment (EP&A) Act 1979.

You are invited to make comment on the DLEP 2011 written document and maps as submitted to the Department of Planning.

There will be a further opportunity for you to have your say when DLEP 2011 is formally exhibited under the requirements of Section 65 of the Environmental Planning and & Assessment Act. This is expected to take place later in 2011.

Submissions received will be taken into account and reported back to Council after the formal exhibition of the DLEP 2011 has been undertaken.

Background

What is a Local Environmental Plan (LEP)?
A Local Environmental Plan is a document of words and maps which sets out the legal standards or requirements for development such as subdividing land, building a house.

What is the Standard LEP?
As a result of reforms by the State Government, which were aimed at simplifying the planning system, a standard LEP was developed by the Department of Planning. The Standard LEP provides a format for the preparation of LEPs by all Councils in NSW. The Standard LEP specifies land use zones, uses that maybe permitted within those zones, planning provisions and definitions.

What is the purpose of DLEP 2011?
DLEP 2011 is a comprehensive LEP that within the constraints of the Standard LEP is looking to the future development of Ryde for the next 10 years. The draft LEP has been based on the City of Ryde Local Planning Study 2010.

What is the City of Ryde Local Planning Study 2010?
Council on the 7 December 2010 adopted The City of Ryde Local Planning Study 2010. The Study was prepared for the purposes of:

  • guiding future growth in Ryde over the next 10 years through a range of land use planning initiatives
  • informing the comprehensive Local Environmental Plan (LEP2011)
  • reviewing and responding to the directions and actions of the NSW Government’s Metropolitan Strategy: City of Cities and Inner North Subregion: Draft Subregional Strategy.

The Local Planning Study was prepared from a number of supporting studies as well as master planning studies being undertaken for West Ryde Town Centre, Blenheim Road North Ryde and the residential area of Lakeside Road and Glen Street at the edge of Eastwood Town Centre.

Draft LEP 2011 has been based on the outcomes of the City of Ryde Local Planning Study 2010.

Where does DLEP 2011 apply?
The draft LEP applies to all land within the City of Ryde Local Government Area with the exception of lands identified as Deferred Matter on the Draft Ryde Local Environmental Plan 2011 Land Application Map i.e. certain sites in Macquarie Park.
