On 16 June 2009, Council resolved to adopt with amendment the following Draft Development Control Plans (DCPs):
- Ryde Development Control Plan 2008
- Ryde Development Control Plan: Gladesville Town Centre and Victoria Road Corridor.
Ryde Development Control Plan 2008 is to come into effect upon the gazettal of Ryde Local Environmental Plan (LEP) 2008.

Message from Councillor Vic Tagg, Mayor City of Ryde
The Gladesville Town Centre and Victoria Road Corridor draft planning controls are based on the shared vision of the City of Ryde and Hunter’s Hill Councils.
Our goal is to revitalise the town centre and breathe life into the Victoria Road corridor; to create a more inclusive and attractive place in which to live, visit, work and invest.
Together the draft planning controls provide a framework for the future that will guide land-uses, building height and form, pedestrian access, infrastructure upgrades and public domain improvements over the next 25 years.
Gladesville Town Centre and Victoria Road Corridor will be transformed by a diverse mix of retail, commercial and residential development, cohesive built forms, enhanced pedestrian links and public domain spaces.
In developing the draft plans, we have taken into account the history and special characteristics of the area and drawn on links with the past to identify future potential and opportunities.
New Planning Controls - A Framework for the Future
The Draft Local Environmental Plan (LEP) and Draft Development Control Plan (DCP) provide a framework for the ongoing revitalisation of the Gladesville Town Centre and the Victoria Road Corridor. The plans cover the area along Victoria Road from Ashburn Place to Monash Road.
Draft Local Environmental Plan
The draft LEP proposes new floor space ratio and predominantly 5 storey height controls throughout the corridor with some sites being able to develop more intensively due to their size, location and accessibility. Flexible mixed use land zones are also proposed.
The area’s heritage items and main street character will be protected through a proposed conservation area and sympathetic built form, setback and façade treatment controls. Two new Heritage items are proposed.

Draft Development Control Plan
The Victoria Road corridor is broken into four precincts that will develop their own character. Travelling from north to south the precincts are:
Monash Road - Reactivate local shops to create a village scaled neighbourhood hub.
North Gladesville – Transform a failing commercial strip into a memorable tree-lined boulevard
Gladesville Town Centre – Create a town centre that retains its charming character and has a range of facilities and services, that is safe, vibrant and easy to move around and do business.
South Gladesville – Establish a green avenue as a ‘front door’ to Gladesville.

Improved Public Spaces
Public open spaces will be enhanced to better meet the needs of the local community. The draft DCP proposes streetscape improvements, tree planting, widened footpaths and new plazas and public squares.
Pedestrian links will be created or enhanced to improve access to shops, community facilities and public spaces. The draft DCP proposes to create a number of laneways and pathways that will provide new links between residential and retail precincts away from Victoria Road. Access across Victoria Road will be improved with a proposed pedestrian footbridge.

Proposed Built Form

Master Plan Controls for Special Sites
Detailed planning controls are proposed for six key sites where redevelopment will act as a catalyst for urban renewal and promote opportunities for community facilities, public plazas and pedestrian connections from Victoria Road to adjoining areas. These sites are located in Cowell Street, Primrose Hill, Coulter Street, Monash Road, Pittwater Road and Wharf Road.
