Fireworks
To hold a fireworks display in NSW, you must obtain a permit from WorkCover. The permit is required for the purchase, possession and/or use of fireworks for authorised displays. Applicants must be 18 years of age or over and must observe any conditions that are on the permit including those set out in the guidance notes that are issued with the permit.
Complaints about illegal use of fireworks should be directed to the local police. Alternatively you can contact your local WorkCover office or WorkCover's Hazardous Activities Hotline on 4321 5499 or WorkCover's Information Centre on 13 10 50.

Food Shops
Food Premises Inspections
Council is responsible for ensuring that food premises within the City comply with the Food Act 1989 and regulations. To ensure food premises comply with the food laws, Council's Environmental Health Officers (EHOs) carry out periodic inspections.
These inspections are carried out without notice and the operator of the business is charged for the inspection. The fees are set out in Council's Management Plan and are reviewed annually.
Complaints
Council's EHOs investigate complaints concerning dirty food premises, poor hygiene practices, alleged food poisoning incidents and food contamination.
Anyone wishing to make a complaint should contact Council's Customer Service Centre on telephone 9952 8222 between 8.30am and 4.30pm Monday to Friday. All information about the person making the complaint is kept confidential. Anonymous complaints are not accepted.
Food Recalls
Council's EHOs receive information concerning food recalls and take action when required by the NSW Health Department. The action taken may range from providing advice to retailers and consumers to seizing recalled food from shops. Anyone requiring ination about food recalls should contact Council's Customer Service Centre on telephone 9952 8222 between 8.30am and 4.30pm Monday to Friday, or the NSW Health Department, 9391 9000.
New Food Premises Development consent is required under the Environmental Planning and Assessment Act, before constructing or fitting out any new food premises.
All new food premises are required to comply with the requirements of the Food Safety Standard 3.2.3 "Food Premises and Equipment" and Australian Standard AS4674-2004 "Design, construction and fit-out of food premises".

Anyone lodging a development application for new food premises must include at least two (2) sets of fitout drawings for the food handling area.
The fitout plans must be properly drawn to a suitable scale and include:
- The floor layout including floor finishes, the location of all fixtures, fittings and appliances
- Elevations of each wall including the wall finishes and location and method of supporting all fixtures, fittings and appliances
- A reflected ceiling plan including the construction of any light-fittings, air-conditioning or ventilation outlets and hoods
- A schedule of fixtures, fittings and appliances including the construction of all fixtures and fittings (eg. stainless steel preparation bench supported on metal legs).
Under NSW Regulation, all Food Business in NSW are required to notify their details to the NSW Health Department. Notification can be lodged either through Council ($50 administration fee applies) or via NSW Health Department (no fees apply).
Temporary Food Stall
Approval is required to set up or operate a temporary food stall or food-vending vehicle. There is an application fee of $35 (charity organisations are exempt from this fee) and applications should be submitted to Council at least twenty-eight (28) days prior to events to allow time for processing.
Applications are also available from the Customer Service Centre.
Under NSW Regulation organisers for temporary events involving Food Stalls are required to notify their details to the NSW Health Department. Notification can be lodged either through Council ($50 administration fee applies) or via NSW Health Department Food Business Notification Online Service (no fees apply).
The premises/stall/vehicle must be constructed and fitted-out in accordance with the "National Code for the Construction and Fit - Out of Food Premises".

Footpaths
Under the Roads Act and the Local Government Act it is an offence to obstruct a roadway or footpath, however there are certain circumstances where Council may issue permits for activities including:
- Placement of waste containers/skips
- Street stalls at certain locations
Council rangers will investigate complaints regarding footpath/roadway obstructions and take action to enforce compliance as required.
Clothing bins and real estate signs are not permitted to be placed in public areas. They may only be placed on private property and Council approval is not required.
Complaints regarding clothing bins and real estate signs on public land should be made to the Customer Service Centre. Under the Roads Act it is an offence to set up and operate a stand or stall on footpaths/nature strips for the sale of goods. Under certain circumstances Council does permit street stalls. Such examples include stalls for charitable organisations at specified locations, areas of Eastwood Plaza and community events such as Granny Smith Festival and Australia Day.
Council will consider applications for the temporary placement of waste containers/skips on nature strip/footpath outside private property. Approval will not be granted for the placement of waste containers/skips on the roadway or public reserve. Applications should be completed and appropriate fees paid prior to approval. In considering the application, Council carries out a site inspection.
The fees applicable are as follows:
- 1 - 3 days: $70
- 4 - 7 days: $95
- More than 7 days: $130 per week or part thereof

Hairdressers / Beauty Salons
Council carries out routine inspections of all hairdressers' shops and beauty salons.
Council also investigates health-related complaints concerning hairdressers' shops and beauty salons.
Approval is required to set up or alter a hairdresser's shop and beauty salon. Hairdressers' shops and beauty salons must also be registered with Council.
A development application must be submitted to Council and be approved before fitting-out a new hairdresser's shop or beauty salon or altering an existing hairdresser's shop or beauty salon. The premises must comply with the Local Government (Orders) Regulation 1993.

Motor Vehicles
Abandoned
Council Rangers can arrange for the removal of abandoned motor vehicles from public places once an investigation has been carried out in accordance with Section 16 of the Impounding Act 1993 and Council has determined that the vehicle has been abandoned by the owner. For a motor vehicle to be classified as abandoned the vehicle must not be currently registered. If the vehicle is legally parked with valid registration Council cannot arrange for its removal until such time as the registration expires or enquiries reveal otherwise. It is important to note however, that if an unregistered vehicle is parked outside the owner’s residence and the owner still wants the vehicle, Council does not have the power to effect its removal and the local police should be contacted for assistance.
Please make any abandoned vehicle reports to the Customer Service Centre (02) 9952 8222.
To report an abandoned vehicle the following details are required:
- Name, address and phone number of person reporting details
- Location of abandoned vehicle
- Colour and type of vehicle
- Registration number (if obtainable)
- How long the vehicle has been abandoned
Due to the investigation process, abandoned motor vehicles are typically removed within 14-21 days after notification.
Unwanted
Council provides a service for the removal of unwanted motor vehicles from private property. A fee of $73.50 (includes GST) is charged for this service.
Contact Customer Service Centre (02) 9952 8222, to request this service. The name, address and phone number of the owner is required when requesting the service.
A Council ranger will subsequently contact the customer to make arrangements for the removal of the vehicle and will also require proof of ownership such as registration papers or current drivers licence.
Load Limits
Council can take action against registered owners of heavy vehicles illegally using local roads where load limits apply. Please make any reports to Customer Service Centre (02) 9952 8222. To report such vehicle movements the following details are required:
- Name, address and phone number of customer
- Location of area being used by the vehicle
- Description of vehicle (ie. registration number, type, make, colour, etc).
Permit Parking Schemes
Glen Street Permit Parking Scheme
Council has a car parking permit system for the Glen Street car park at Eastwood. Holders of permits may park in this car park for unlimited periods. The permit however, does not give the holder access to a reserved parking space and all other conditions other than the time restrictions still apply.
The following fees apply:
- Annual Permit - $600.00 (includes GST)
- Quarterly Permit - $200.00 (includes GST)
Resident Permit Parking Scheme
City of Ryde has a Permit Parking Scheme and under this Scheme has created a number of Resident Parking Zones to help manage the excess demand for on-street parking. The Resident Parking Zones have time limits for parking in residential streets with a permit scheme to exempt residents from these limits. The Scheme has been designed to minimise all-day parking in residential streets by people other than residents.

All infringement notices issued by Council are processed by the NSW Police Service. Payments for infringement notices must be sent directly to:

School Parking in the City of Ryde

Public Health
Council is responsible for enforcing public health legislation, and Council investigates complaints concerning public health risks.
- Accumulated rubbish may provide an attraction or harbourage for vermin and create unsightly conditions.
- Garbage and trade waste must be stored on-site and disposed of in a proper manner.
- Overgrown land may provide a harbourage for vermin and pose a fire risk to neighbouring properties.
- Roof water should be drained to the street gutter or a piped drainage easement where practicable, or alternatively, to an approached absorption trench.
Sewer leaks and overflows
When the problem occurs from private property, the owner is responsible for repairs, when the problem is on public land, refer the matter to Sydney Water.

Air handling and water systems of buildings are regulated under the 'Public Health Act and Regulations'. Such systems include:
- Mechanical ventilation and air conditioning systems
- Water cooling systems (cooling towers)
- Evaporative cooling systems
- Warm water systems
All regulated system must be installed, operated and maintained in accordance with prescribed requirements. These requirements are contained in the Public Health Regulation 1991.
Council carries out annual inspections of all registered systems and investigates complaints concerning poorly maintained systems.
A development application, maybe required before installing a new system, or details submitted for consideration to altering the following regulated systems:
- Mechanical ventilation and air conditioning systems
- Water cooling systems (cooling towers)
- Evaporative cooling systems
- Warm water systems

Shopping Trolleys
All major shopping centres within the City of Ryde employ contractors to patrol nearby streets and collect shopping trolleys left outside of those premises by shoppers. For complaints about shopping trolleys or to report an abandoned shopping trolley please contact Trolley Tracker on 1800 641 497 or enter details on their website, www.trolleytracker.com.au.
Trolley Tracker should arrange removal of the trolley within 48 hours. If the Trolley has still not been removed after this time, please contact Council’s Customer Service Centre on 9952 8222 to place a report. A Council Ranger will then liaise with both Trolley Tracker and the owners of the trolley to ensure the trolley is removed from public property.

Skin Penetration
Council carries out routine inspections of all premises, which carry out prescribed skin penetration procedures. Prescribed skin penetration procedures include:
- Acupuncture
- Tattooing
- Ear piercing
- Hair removal
- Any other procedure which involves skin penetration.
Council also investigates health-related complaints concerning skin penetration premises. Copies of the NSW Health Department's 'Skin Penetration Guidelines' are available free from Council.
All skin penetration premises must be registered with Council. New premises require development consent prior to commencement of any work.
Street Parties
With Council approval you can conduct a srteet party in your street by arranging for your street to be temporarily closed.
Organisers are charged a fee and you must provide certain information to Council and the police.
