Functions of the Committee
The Ryde Traffic Committee (RTC) is a technical advisory committee which is required to advise Council on matters referred to it. Council refers traffic related matters to the RTC prior to exercising its delegated functions. Matters relating to classified roads or functions are referred directly to the RTA, and are not dealt with by Council.
The RTC considers the technical merits of proposals against current technical guidelines. Council is not bound by the advice of the Traffic Committee.
Agenda & Minutes 2009
Responsibilities
Council has responsibility for:

Exercising the delegated functions under the Roads Act 1993.

Seeking the advice of the NSW Police and the RTA prior to exercising delegated functions.

Obtaining the views of local affected residents, if necessary.

Preparing any TMP required by the Delegation or when considered necessary by Council.

Convening Meetings of the RTC.

Referring items to the RTC.

Preparing the RTC Meeting Agenda.

Technical reports on each issue.

Documenting the RTC advice (including providing a report to the elected Council).

Providing Minutes of Meetings to all RTC members.

Notifying the RTA and the NSW Police if the elected Council intends to exercise its delegated functions contrary to the advice of the RTC.
Membership
The membership of the Committee is limited to four (4) formal members:

One (1) representative of Council (Chairman, Group Manager – Public Works)

One (1) representative of the Police Service
-
One (1) representative of the RTA

The Local Member of Parliament or their nominee. Where more than one (1) electorate covers the Local Government area, the Members of Parliament, or their nominee(s) are only entitled to vote on matters which affect their electorate.
Council may also decide to have additional (non-voting) advisors to the RTC. These may include:

Road Safety Officer

Ministry of Transport representative

Fire Brigade representative
-
Ambulance Service representative
-
Bus operator representative
-
Transport Workers Union representative
-
Chamber of Commerce representative.
Participation
Should a resident wish to address the RTC on a particular Agenda Item, the resident should make prior arrangements with Council staff to address the committee.
