About Cultural Grants

Council makes grants available for cultural activities Under Section 356 of the Local Government Act 1993. Council has adopted the following aim, objectives and guidelines for the Cultural Grants Program.

Aim

The aim of the City of Ryde Cultural Grants Program (henceforth referred to as 'the Program') is: 

To encourage and support the development of local community organisations, services and strategies which meet identified needs of the citizens of Ryde.

Grants will be made available under the Program to local not-for-profit community groups and community arts organisations. All requests for Council grants and funds will only be considered through this Program. Organised sporting groups are not eligible to seek funding under this program and are referred to the Department of Sport and Recreation. No guarantee is given of any on-going funding.


Objectives

The objectives of the Program are to:

  1. stimulate community activity in meeting the needs of local residents
  2. encourage creative and innovative approaches to cultural and community activity
  3. assist in the development of performance related skills.

Any application for funding must be able to demonstrate that it meets at least one of these objectives.

Funding categories

  1. Seeding subsidy for a new project where no alternative source of funding exists
  2. Extension or enhancement of an existing project
  3. Purchase of equipment or minor capital works.

Conditions of funding

  1. Organisations applying for funds should be based within the boundaries of the City of Ryde and/or principally serve Ryde residents.
  2. Organisations applying for grants must have an Australian Business Number (ABN) obtained from the Australian Tax Office.
  3. Evidence is required showing that the organisation is community-based and not conducted for private gain.
  4. Applications must address local community needs.
  5. An organisation in receipt of a Council grant must expend those funds on the project as outlined in the application.
  6. Provision of a grant must not lead to the organisation becoming dependent on Council for future allocations of funds.
  7. An application must include the following:
    - A copy of the organisations’ most recent Annual Report, or a statement of the organisations’ activities during the previous 12 months;
    - A copy of the organisations’ Statement of Aims and Objectives; and
    - The organisations’ ABN and confirmation of GST registration where applicable.
  8. An organisation applying for the first time should attach a copy of its Constitution.
  9. Successful GST registered grant applicants will be required to invoice the City of Ryde for the cost of the service to be provided.
  10. Successful grant applicants will be required to sign a Funding Agreement.
  11. Successful applicants must give appropriate acknowledgement of Council’s support for the funded project.

N.B. Grants over $3,000 are not normally considered. An organisation wishing to apply for an amount in excess of $3,000 will be required to make an appointment to discuss the project with Manager Community Relations on 9952 8222.

Applications not considered under the Grants Program

Grants will not be made for:

  • money already spent
  • recurrent salary costs
  • party political and religious purposes

Other community development and support expenditure limitations for registered clubs

Such expenditure will be disallowed if it falls within the following areas:

  • Sporting-related expenditure as follows:
    • professional or semi professional sporting bodies or persons where all or part of the expenditure is to be used for directly financing the professional or semi-professional sporting activity; and/or
    • non-professional sporting expenditure that is used to make monetary payments to the sports persons or persons directly participating in the sporting activity;
  • Professional entertainers and entertainment provided for patrons of the club and used for the purpose of directly promoting activities associated with the commercial operation of the club;
  • Expenditure on operating a club's commercial activities and expenditure that is directly related to a club fulfilling its obligations under the requirements of its licence and the various Acts and Regulations that apply to its commercial operations (eg. Occupational Health and Safety);
  • Capital expenditure only (not non-capital expenditure) on club facilities where:
    • the project is primarily commercial in nature; or
    • it is directly related to the upgrading or enhancement of gaming facilities; or
    • the facility is operated on a profit basis.

Breach of Conditions

Any breach of the Conditions of Funding may result in the City of Ryde withholding funds, or requesting the immediate return of any unspent funds from the organisation concerned.
