  Meadowbank Employment Area Draft Development Control Plan

The Meadowbank Employment Area Draft Development Control Plan sets out a modern and exciting vision for this growing town centre in the City of Ryde.

Due to a declining traditional industrial base and changing employment patterns, the area will be transformed to create a sustainable neighbourhood that can support a mix of residential and new commercial and retail uses.

The Draft Plan proposes a framework for the future that will guide building height and form, pedestrian and vehicular access, infrastructure upgrades and public domain improvements.

The overall creation of a ‘new generation living and working environment’ has been at the forefront in this important planning review.

 The Draft Plan highlights the following key areas for your consideration:
 New generation living and working environments
  The Meadowbank Employment Area is strategically located close to Sydney’s fast growing Global Economic 
     Corridor.
     The region has outstanding growth potential with the NSW Government targeting 21,000 new jobs and 12,000 new 
     dwellings by 2030.

     Established local business and retail centres, recreation, education, health and transport facilities will support
     planned growth including Macquarie Park business precinct, Macquarie University,  Ryde and Meadowbank TAFE 
     colleges, public and private schools and hospitals, parklands and diverse shopping including the redeveloped Ryde 
     shopping centre to be opened late 2009.
  A land economics study recommends diverse employment opportunities and sustainable commercial development 
     near Meadowbank rail station and along Church Street, to take advantage of exceptional road and public transport
     connections.

     Quality housing is to be located with river and parkland views and recreation amenities. Sustainable, home-based
     new generation living and working environments are promoted. The vision is to create a viable and economically
     sound employment and residential lifestyle environment facilitating work, home and leisure balance.
 
 Efficient transport networks
  A Transport Study classifies Meadowbank as an “origin” precinct with outstanding opportunities for residential
     development serviced by rail, bus and ferry public transport. The area is also the focus of regional road links, being
     only 10 minutes from Parramatta and 30 minutes from Sydney CBD.
  The study concludes that an integrated business and residential environment will promote an efficient road network
     reducing peak hourly traffic. Access improvements can be achieved by providing more pedestrian and vehicular 
     links to public transport nodes and widening some streets to accommodate both vehicles and pedestrians.
     The study recommends bus facility improvements and commuter parking at the rail station.
 
A planned neighbourhood
  The draft Development Control Plan aims to create a neighbourhood sustained by well designed housing and 
     workplaces, a green and spacious public realm and an efficient transport network.
 
  The plan proposes a vibrant local retail centre near the Meadowbank rail station, new housing within 10 minutes
     walk and a modern commercial precinct along busy Church Street.
 
  It is planned to enhance the public realm; to create safe, attractive and user-friendly public places, parklands
     pedestrian ways, cycle ways and vehicular connections making it easier to get around and improving amenities for
     existing and new residential communities.
 
   21st century stormwater, bridge and road infrastructure will be implemented in partnership with the private sector.
     Major works include widening See Street bridge and Constitution Road to create safe pedestrian cycle and
     pathways, stormwater and drainage works to mitigate potential flooding and protect river water quality.
 
Design excellence
  Housing and commercial buildings will feature eco – design, water conservation and recycling, energy minimisation
     and compact living and working environments where people can walk to work.
 
  Two to six storey buildings will be set in landscaped gardens with view corridors and pedestrian ways linking to
     foreshore park lands.
 
 Two special sites are identified for a competitive design process. Incentives allowing extra height will encourage
    developers to meet design excellence provisions.
