The proposal is divided into two distinct components, being Precincts 1 and Precincts 2. The main features of the proposal are as follows: |
| Precinct 1 consists of a 7 storey building above 5 basement levels containing retail commercial and residential uses: |

Retail facilities with a gross floor area of 4,015m2 including a supermarket and specialty shops at ground floor and within the first two basement levels

Ground floor construction including extensive colonnades

Gymnasium, medical centre and office spaces at first floor level

Five levels of residential apartments built over a landscaped podium incorporating 49 x 1 bed room, 84 x 2 bedroom dwellings and 12 x 3 bedroom dwellings.

A total of 687 car parking spaces within the 5 basement levels including 134 spaces in lieu of the loss of existing car parking spaces on the site

The retail and commercial car park will be accessed from Chatham Road while the service/loading area and the residential car park will be accessed separately via the new Betts Street.

The mixed use component of the proposal also involves the following works: |

Closure of the existing Betts Street and construction of a replacement road (new Betts Street) on the northern boundary of the site

Construction of two new roundabouts on Chatham Road, one to service the new intersection and another to provide road access to and from the main car park
- A 'village square' located between the proposed building and the existing Woolworths development. The square will incorporate a number of public domain features including a large-scale electronic screen for the projection of performances and public artwork

The area will also provide the opportunity for formal and informal community activities and public entertainment. A sundial will also be constructed within the square

Reconstruction of the existing footpaths in Anthony and Chatham Roads for improved pedestrian access

Landscaping, stormwater management and other traffic management works.

The proposal consists of a 4 storey building above two basement car parking levels. The building provides 3,079m2 of floor space, 70 car parking spaces and 3 community bus parking spaces.

The building will also contain approximately 200m2 of retail space on the ground floor.
The applicant has also lodged a revised Voluntary Planning Agreement proposal. Under Section 93F of the Environmental Planning and Assessment Act, developers may contribute works or money to the local community as part of their development. This proposed Voluntary Planning Agreement sets out what contributions the developer intends to make to the local community.
