The City of Ryde has received two advertised development applications for the Redevelopment of the Top Ryde Shopping Centre. The applicant for both development applications is Bevillesta Pty Limited. These applications are:

In each case, the development for which consent is sought is Integrated Development. Approval is required from the Roads and Traffic Authority under Section 138 of the Roads Act 1993. The City of Ryde is the consent authority for both applications. The applicant has also lodged a draft voluntary Planning Agreement. Under the Environmental Planning and Assessment Act developers are required to contribute works or money to the local community as part of their development. This draft voluntary Planning Agreement sets out what contributions the developer will make to the local community.
The draft voluntary Planning Agreement, the development applications, the full set of plans, supporting reports and details of the proposed developments, including a three dimensional model and a computerised 3D animated presentation, can be viewed at the Customer Service Centre, on the ground floor of the Civic Centre at 1 Devlin Street Ryde between 8.30am and 4.30pm Mondays to Fridays until 4.30pm on 20 December 2006.

Anyone may make a submission on the development applications and the draft voluntary Planning Agreement. Submissions must be in writing, and can be made up to 20 December 2006. If you wish to make a submission, please include the number(s) of the development application(s) to which your submission relates.
As some of the land involved in this development proposal is owned by the City of Ryde and the applicant has submitted a draft voluntary Planning Agreement, the development applications will be assessed by an independent group of consultants who will report to a panel of experts. This Panel will conduct a meeting to hear any verbal submissions and will then report to the Council making a recommendation as to whether the applications should be approved. The elected Councillors will then decide if the applications should be approved.
