   Section 94 of the Environmental Planning & Assessment Act 1979 provides the basis under which Council may levy
   contributions for the provision of public amenities and services which may be required as a result of development taking place. 
   This plan will establish a nexus between the development being undertaken and the need for the provision of additional public
   amenities or services for which any contribution is to be sought.

   The Act and the Act's Regulations require Council to prepare a Contributions Plan, if Council intends to levy any contributions
   under the terms of the Act, and make Council publicly accountable for the use and administration of contributions it receives.

   Purpose of the Plan
   The purpose of the plan is to provide the necessary framework for the efficient and equitable determination, collection and
   management of developer contriutions towards the provision of public amenities and services such as:

  • Community and Cultural Facilities
  • Open Space and Recreation Facilities
  • Civic and Urban Improvements
  • Roads and Traffic Management
  • Transport and Accessibility
  • Storm Water management.

   The provision of such services and amenities is to be undertaken to ensure that appropriate and reasonable environmental,
   amenity and servicing standards are chieved throughout the City. The plan also provides that the facilities are designed and
   constructed to a standard that is commensurate with the needs of both the existing and future population that will utilise them.

Section 94 of the Environmental Planning and Assessment Act 1979 enables Councils to levy contributions for public amenities and services as a consequence of development.
