On 16 June 2009, Council resolved to adopt with amendment the following Draft Development Control Plans (DCPs):
- Ryde Development Control Plan 2008
- Ryde Development Control Plan: Gladesville Town Centre and Victoria Road Corridor.
Ryde Development Control Plan 2008 is to come into effect upon the gazettal of Ryde Local Environmental Plan (LEP) 2008.

What is a Draft Development Control Plan (DCP)
A Development Control Plan is a document which contains a set of detailed planning and design guidelines that complements the controls of a local environmental plan (LEP).
What is the Purpose of City of Ryde Draft Development Control Plan 2008?
Draft DCP 2008 has been prepared to satisfy the requirements of the Environmental Planning and Assessment Act 1979 and supports the provisions of draft Ryde Local Environmental Plan 2008.
The draft Plan provides a range of development criteria for residential areas, urban centres and character areas as well as development criteria relating to environmental and engineering matters.
What are the differences between DCP 2006 and DCP 2008?
To ensure that Draft DCP 2008 is in line with new definitions and controls within Ryde LEP 2008 the following amendments to DCP 2006 have been made:
- Removal of outdated information
- Updating legislative references
- Referencing Ryde LEP 2008 clauses
- Numeric standards amended to be in line with definitions in Ryde LEP 2008
- Deletion of Sections no longer relevant due to completion of development works, changes in zoning under LEP 2008
- The addition of three new Sections to the draft Plan.(see below for details)
- Formatting and presentation changes.
- Updating information with Section 8.2 Stormwater Management. Minor changes and additions are proposed including:
- Urban housing developments being required to provide drainage easements to service upslope properties when the development comprises 2 or more lots and limits the ability of upstream properties from obtaining drainage easements at a later date.
- Increase in impervious area from 50sqm to 80sqm for on site stormwater detention (OSD) systems
- Reduction in OSD storage of up to 5000 litres when a rainwater storage tank is provided with a similar volume and the tank is connected to the dwelling.
- New clauses relating to maintenance of OSD systems and OSD requirements for institutional developments.
Sections of DCP 2006 not included in Draft DCP 2008
- 3.5 Retailing within the Business (Automotive) Zone (zone no longer exists under Ryde LEP 2008)
- 6.2 Delhi Road (1-15 and 14- 62) North Ryde (superceded by Part 4.5 Macquarie Park Corridor North Ryde)
- 6.3 Delhi Road (39 – 117) North Ryde (superceded by Part 4.5 Macquarie Park Corridor North Ryde)
- 6.7 Victoria Road (819 – 823) Ryde (Development of site to be assessed on EP&A Act provisions)
New Sections within Draft DCP 2008
Tree Preservation
To satisfy the requirements of Clause 5.9 Preservation of Trees or Vegetation of draft LEP 2008 a new section to DCP 2008 is required to be in place relating to tree and vegetation management. The new section is known as Part 9.6 Tree Preservation.
Engineering Standards
Draft DCP Engineering Standards which comprises 5 parts has been previously exhibited by Council but not all parts have been adopted by Council.
Section 8.3 Driveways and Section 8.4 Title Encumbrances has been prepared based on the previously exhibited plan and incorporated into the Draft DCP.
Where does Draft DCP 2008 apply?
The Draft LEP applies to all land within the City of Ryde Local Government Area.
