Eastwood & Terry’s Creek Floodplain Risk Management Study & Plan

The floodplain risk management process was undertaken by the City of Ryde in accordance with the State Government’s Flood Prone Land Policy (2005).

In March 2006 the Council resolved to establish a floodplain risk management committee to guide and oversee the preparation of a flood study, floodplain risk management study & floodplain risk management plan for the Eastwood & Terry’s Creek catchments. In May 2006, the Council further resolved to engage Bewsher Consulting to assist the Council and its Committee.

The Terry’s Creek catchment extends from Carlingford to the Lane Cove River, and includes the local government areas of Parramatta City and Hornsby Shire Councils. The estimated total area of Terry’s Creek is approximately 1012 hectares (10.12 square kilometres). The main focus of the current study is the Eastwood commercial area and that part of Terry’s Creek within the City of Ryde.

What are the Study & Plan?

The Flood Study is a comprehensive technical investigation of flood behaviour in the study area. It defines how high floodwater can reach in different flood events, including the extent and depth of inundation.

The Floodplain Management Study & Plan evaluates a range of potential flood mitigation options, including capital works and planning controls, and recommends preferred floodplain management measures to reduce the flood risk.

Both of these documents have been developed to better understand and manage flood risk within the study area.

Why are the Study & Plan being prepared?

The NSW Government's Flood Prone Land Policy aims to reduce the impacts of flooding and flood liability on individual landowners and occupiers, and to reduce private and public losses resulting from flooding. The Policy encourages the development of:

  • Solutions to existing flood problems in developed areas; and
  • Strategies for ensuring that new development is compatible with the flood hazard and does not create additional flooding problems in existing developed areas.

Under the Policy, local government has responsibility for managing flood liable land. The City of Ryde, with the assistance of the Floodplain Risk Management Committee, is responsible for this task in the Eastwood and Terry's Creek catchments.

The Eastwood & Terry’s Creek Floodplain Risk Management Study & Plan is being conducted under the Commonwealth Government’s Natural Disaster Mitigation Programme and the NSW State Government’s Floodplain Management Program.
