Bunnings Planning Proposal

Council has received a planning proposal for 461-495 Victoria Road, Gladesville. 

The request for changes to Council’s planning controls (planning proposal and draft DCP) was submitted to Council by Bunnings Group Ltd, together with a concept master plan. The intended outcome of the planning proposal is to enable:

  • Continued use of the existing business premises and office premises known as “Building H” (currently occupied by a gymnasium)
  • Redevelopment of the remainder of the site for the purposes of a Bunnings retail outlet centre and bulky goods warehouse. 

The concept plan and a number of supporting studies (such as traffic and parking impact, and urban design report) is available for viewing as part of the exhibition explanatory material.

Note: While a variation to planning controls may be pursued to secure a particular development outcome for the site, the land use and built form outcomes will be the subject of a separate assessment via the Development Application process.


What is a Planning Proposal?

A Planning Proposal explains the intended effect of the proposed changes to Ryde Local Environmental Plan (LEP) 2014 and the justification for making the changes.

The following changes are proposed to the existing planning controls:

  1. Change to the Land Zoning Map to rezone land at 461-495 Victoria Road, Gladesville from zone IN2 Light Industrial to zone B5 Business Development.
  2. Introduce new height controls for the site
  3. Delete Clause 4 Schedule 1 Additional Permitted Uses relating to the use of the building on the site known as “Building H” for business and office premises (because these land uses would be permissible if the land is rezoned to B5 Business Development).

What are the changes to the Development Control Plan?

A Development Control Plan (DCP) gives detailed design guidance to the LEP.

Changes are proposed to Ryde DCP 2014 to include a new site-specific DCP under Part 6.0 Specific Sites to include provisions such as setback and built form controls for the subject site that aim to minimise the impact of any future development on neighbours and the local area.

Next Steps

The final steps of the Bunnings planning proposal process are:

  • Ryde LEP 2014 to be amended to rezone the Bunnings site (461-495 Victoria Road, Gladesville) to B5 Business Development, and to apply the three height controls identified in the planning proposal (as exhibited).

Note: The amendments to Ryde LEP 2014, known as Amendment No. 5 to Ryde LEP 2014, take effect upon notification of Ryde Local Environmental Plan (Amendment No.5) 2014 on the NSW Legislation website.

  • New Part 6.5 461-495 Victoria Road, Gladesville under DCP 2014, applying objectives and controls to the Bunnings site, is to come into effect upon notification of the Ryde LEP 2014 Amendment No. 5

Plan Made

Ryde Local Environmental Plan 2014 Amendment 5 was notified on Friday 21 August 2015. The site (461-495 Victoria Road) is now zoned B5 Business Development under Ryde Local Environmental Plan 2014 and the height controls for the site have been amended. 

Ryde Development Control Plan has also been updated to add Part 6.5 Victoria Road Gladesville.

Council Resolution 28 April 2015

At it's meeting 28 April 2015, Council Resolved:

(a) That Council exercise the delegation issued by the Minister for Planning and Infrastructure to make the planning proposal to amend the land use zone applicable to 461-495 Victoria Road from IN2 Light Industrial to B5 Business Development and the permissible height under Ryde Local Environmental Plan (LEP) 2014 applicable to the site from 10m to RL63, RL52 and RL 42 (stepping down from 12-15m on Victoria Road to approximately 7-17m on College Street).


(b) That in making the LEP amendment Council will adjust the exhibited map site boundaries to reflect the Victoria Road widening in accordance with recent subdivision approval to create LOT 300 DP 1194688, 461-495 Victoria Road, Gladesville. (c) That Council adopt the following for inclusion in the Bunnings Gladesville Traffic and Parking Study: 

i. Trial full closure of College St to be implemented prior to Bunnings commencing construction (at no cost to council by Bunnings). The trial shall be reviewed after 12 months of operation of the Bunnings store and the results reported back to Council at that time. The applicant shall cover the full cost of the traffic review, surveys and any supporting technical studies 

ii. Cressy Rd carriageway widening to be implemented prior to Bunnings commencing operations (at no cost to council by Bunnings) 

iii. Cressy Rd (eastern side) full width footpath and safety fence from Victoria Rd corner to Holy Cross College entry to be implemented prior to Bunnings commencing operations (at no cost to council by Bunnings) 

iv. Tennyson Road and Frank Street site access to be implemented at stage 1 and operable on commencement of Bunnings operations (at no cost to council by Bunnings) 

v. Traffic signals changes and site access at Tennyson Rd to be implemented prior to Bunnings commencing operations (at no cost to council by Bunnings) 

vi. Pedestrian and road safety audit and management plan be prepared that considers the high probability that parents will park at Bunnings to pick up school children or for access to sporting fields (at no cost to council by Bunnings) and also to consider the impact of the two proposed child care centres in that location 

vii. A parking optimisation plan for Frank Street and College Street between Frank Street and Orient Street be prepared to counteract any loss of parking due to the Bunnings development and implemented (at no cost to council by Bunnings) 

viii. Roundabout at Monash/Buffalo Road intersection. 

ix. Detailed study into the impacts of a right hand turn at Westminster Street and a right hand turn ban during the evening peak at Jordan Street from Victoria Road (at no cost to council - developer funded) 

x. Detailed study into the traffic and parking impacts be undertaken for any proposed rezoning that includes land use changes and increased densities for sites adjoining Tennyson Road. The aforementioned traffic and parking impact study is to be modelled on the Bunnings Gladesville Traffic and Parking Impact Study in terms of its scope and deliverables. (at no cost to Council – developer funded). 

xi. An additional traffic and parking study, as detailed in part (x) above, be undertaken for the area bounded by Pittwater Road to Monash Road and Ryde Road to Victoria Road. (d) That a Roundabout at Monash/Buffalo Road intersection be included in the 2016/2017 City of Ryde Delivery Plan with the funds drawn from the Section 94 reserve.

(e) That Council refer the following matters to the Traffic Committee for consideration: i. Speed management for the area bounded by Cressy, Pittwater, Higginbotham and Victoria Roads ii. Parking optimisation for Eltham Street

(f) That Council adopt a site specific Development Control Plan for 461-495 Victoria Road Gladesville amended in accordance with the above changes in the Bunnings Gladesville Traffic and Parking Study.

(g) That Council delegate the General Manager to make amendment to the site specific Development Control Plan for 461-495 Victoria Road Gladesville to implement Council’s resolutions prior to notifying the plan in accordance with the Environmental Planning and Assessment Act.

(h) That Council notify all community members who made a submission regarding the planning proposal of the outcomes and thank them for taking the time to become involved in local planning.'

Council Resolution 26 November 2013

At its meeting 26 November 2013, Council Resolved to:

(a) That the Acting General Manager enter into an agreement between Council and the Bunning’s Group committing the Bunning’s Group Ltd to fund a traffic and parking impact study - bounded by Morrison Rd, Pittwater Road, Higginbotham Road and Cressy Road.

(b) That the Traffic and Parking Impact Study for 461-495 Victoria Road Gladesville, managed by Council, is presented to a community workshop in draft format as early as practicable in 2014. This community workshop is to be held in the same format as the community workshop of 29 August 2013.

(c) That consideration of the Planning Proposal for 461-495 Victoria Road Gladesville be deferred until the Traffic and Parking Impact Study is complete.

(d) That the NSW Department of Planning and Infrastructure be informed of Council’s decision and an extension to the timeframe for consideration by Ryde Council of the Planning Proposal be requested.'

Council Resolution 9 April 2013

At its meeting 9 April 2013, Council resolved:

(a) That Council endorse amendments to the planning proposal to for 461-495 Victoria Road, Gladesville to change the zone of land from IN2 Light Industrial to B5 Business Development and to delete Clause 4 Schedule 1 Additional Permitted Uses relating to the use of Building H (on the site) for business and office premises under Ryde Local Environmental Plan 2010.

(b) That Council proceed to community consultation and public exhibition of the planning proposal in accordance with the gateway determination issued 1 March 2013 and the communication plan identified in this report.

(c) That Council advise the Department of Planning and Infrastructure of its decision in response to the gateway determination issued 1 March 2013 for 461-495 Victoria Road, Gladesville.'

Department of Planning Approval for Exhibition

The Department of Planning and Infrastructure has issued a Gateway Determination enabling the proposed changes to Council’s LEP to be publicly exhibited under section 57 of the Environmental Planning and Assessment Act and has also issued an authorisation for Council to exercise its delegations with respect to the making of changes to the LEP.

Council Resolution 13 November 2012

At its meeting 13 November 2012, Council resolved to:

(a) That Council note the Planning Proposal for 461-495 Victoria Road, Gladesville to amend Clause 4 ‘Use of certain land at 461-495 Victoria Road, Gladesville’ of Schedule 1 under Ryde Local Environmental Plan 2010 to include the following land uses, bulky goods premises, hardware and building supplies and garden centre, and to amend the Height of Building Map (06) under Ryde Local Environmental Plan.

(b) That Council forward the planning proposal to 461-495 Victoria Road, Gladesville to receive a gateway determination in accordance with Section 56 of the Environmental Planning and Assessment Act 1979.

(c) That, in the event of a gateway determination being issued pursuant to Section 56 of the Environmental Planning and Assessment Act 1979, the proposed be placed on public exhibition and a further report be presented to Council following the completion of the consultation period advising of the outcomes and next steps.

(d) That Council support a site specific addition to the Ryde Development Control Plan 2010 be prepared for 461-495 Victoria Road, Gladesville and public exhibited together with the planning proposal.'

Bunnings Planning Proposal Lodgement

A planning proposal to rezone 461 – 495 Victoria Road, Gladesville was submitted by Bunnings Group Limited to Council in March 2012. The proposal was to amend:

  • Schedule 1 of the Ryde Local Environmental Plan (LEP) 2010 to permit bulky goods premises, garden centre and hardware and building supplies as additional permitted uses on land at 461-495 Victoria Road, Gladesville or amend the draft Ryde LEP 2011 to permit garden centre and hardware and building supplies on the land, and
  • Maximum building height on the land under the Height of Building Map Ryde Local Environmental Plan 2010.
