Planning Proposal - 86 Blenheim Road, 12A and 14 Epping Road, North Ryde

City of Ryde is proposing to rezone 86 Blenheim Road, 12A and 14 Epping Road, North Ryde as Public Recreation to facilitate an expansion of Blenheim Park. In order to rezone these properties, changes need to be made to Ryde Local Environmental Plan 2014 (RLEP 2014). These proposed changes are called a Planning Proposal.

Council would like your feedback on the Planning Proposal. It is on public exhibition from Wednesday 10 May until Friday 16 June 2017.

What is the Planning Proposal (proposed changes to RLEP 2014)?

The Planning Proposal seeks to amend Ryde Local Environmental Plan 2014 (RLEP 2014) by:

  1. Amending Land Zoning Map LZN_009 to change the zoning of the site from R2 Low Density Residential to RE1 Public Recreation;
  2. Amending Floor Space Ratio Map FSR_009 to remove the FSR control for the subject land;
  3. Amending Height of Building Map HOB_009 to remove the Height control for the subject land;
  4. Amending the LSZ Map _009 to remove the Minimum Lot Size for the subject size; and
  5. Amending Land Reservation Acquisition Map LRA_009 to identify the subject site as “Local Open Space” (coloured in yellow on the map).

All proposed RLEP maps are available to view together with the Planning Proposal documents. Along with the Planning Proposal, draft amendments to Council’s Integrated Open Space Plan are also on exhibition.

At its meeting Tuesday 22 August 2017, Council resolved:

(a) That Council endorse that Ryde LEP 2014, as it relates to 86 Blenheim Road, 12A and 14 Epping Road North Ryde (LOTS C, D, E in DP 410408) be amended as follows:

i. Ryde LEP 2014 Land Zoning Map amended to rezone the land to RE1 Public Recreation
ii. Ryde LEP 2014 Floor Space Ratio Map be amended to remove the FSR control from the land;
iii. Ryde LEP 2014 Height of Building Map be amended to remove the Height control from the subject land;
iv. Ryde LEP 2014 Lot Size Map be amended to remove the controls from the subject land; and
v. Ryde LEP 2014 Land Reservation Acquisition Map be amended to identify the subject site as "Local Open Space" (coloured in yellow on the map).

(b) That Council endorse forwarding the Planning Proposal – 86 Blenheim Road, 12A and 14 Epping Road North Ryde to the Department of Planning and Environment with a request that the Plan be made and notified on the NSW Legislation Website.

(c) That Council endorse the amendments to the Integrated Open Space Plan

(d) That Council notify all community members who made a submission regarding the planning proposal.
