Parking Controls in Eltham Street, Gladesville

In June this year, we asked for feedback on proposed parking controls for Eltham Street, Gladesville.  Following the survey, a number of residents advised that the limitations of a Resident Parking Scheme were not clear and requested a re-survey.

Therefore, Council is now re-consulting with residents on the installation of a Resident Parking Scheme in Eltham Street.

Council is proposing two options:

  • Option 1     -    I support a Resident Parking Scheme in Eltham Street (between Monash and Westminster Roads)
  • Option 2     -    I do not support a Resident Parking Scheme and want the street to remain as is
WHAT IS A RESIDENT PARKING SCHEME (OPTION 1)?

A Resident Parking Scheme is when timed parking is installed in a street and eligible households are provided a permit that exempts an eligible vehicle from these timed parking controls.

The Resident Parking Scheme for Eltham Street is proposed to be in effect between 8:00am and 6:00pm Monday to Friday, with permit holders exempted.

CAN I GET A PARKING PERMIT TO EXEMPT ME FROM THE TIMED RESTRICTIONS?

In regards to parking permits they are required by legislation to follow the Roads and Maritime Services (RMS) document entitled ‘Parking Permits Version 3.4’ in reference to how they are issued. This document states that residential households are entitled to a maximum of two (2) resident parking permits MINUS the number of off street parking spaces that can be provided on the property. This means that if you have access to two or more off street parking spaces on your private property you will not be entitled to a resident parking permit.201811-HYS-Image-Off-Street-Parking.jpg

Garages, carports and driveway space are considered ‘off street parking spaces’ regardless of what you use them for and what size your vehicle is.  

The figure on the right is an example of three (3) ‘off street parking spaces’ on private property.

However, your household may be eligible for ONE resident’s visitor parking permit under the RMS guidelines.

To be eligible for a resident’s visitor parking permit, you will need to reside in the section of the street that has Resident Parking Scheme signage. A resident’s visitor parking permit is interchangeable between vehicles and can only be used on motor vehicles and motorcycles. Parking permits cannot be used on caravans, box and boat trailers or vehicles heavier than 3-tonne.

HOW WILL COUNCIL DETERMINE WHICH OPTION WILL GO AHEAD?

For a Resident Parking Scheme (Option 1) to go ahead, 51% of the households in the street must be in support of the scheme.  This means if there are 20 households in a street, 11 of those households must give their feedback to Council in support of a Resident Parking Scheme.

If there is not 51% of households in support for a Resident Parking Scheme (Option 1) in your street, then the street will remain as is (Option 2) with no changes to the current unrestricted parking.

WHAT HAPPENS AFTER THE HAVE YOUR SAY PERIOD CLOSES?

If 51% of households support a Resident Parking Scheme (Option 1), Council will make a recommendation on the preferred option to the Ryde Traffic Committee for technical approval.  The results from the Ryde Traffic Committee will then be addressed at a subsequent Works & Community Committee Meeting for Council approval.  If approved at the Works & Community Committee Meeting, Council will organise for the system updates and works required to implement the Resident Parking Scheme. Residents will then be sent a letter to advise the installation of signs and the procedure to obtain a permit.

If there is no support for a Resident Parking Scheme, the street will remain as is and a letter will be sent to residents confirming this.
