Extraordinary Council Meeting summary – 13 February 2024

Council held an Extraordinary Meeting on Tuesday 13 February. The following is a summary of outcomes from the meeting:

Mayoral Minute – Lunar New Year Festival lanterns

Council reaffirmed its commitment to celebrate Lunar New Year by ensuring culturally relevant lantern displays are featured on both sides of Rowe Street, Eastwood. It will support the local business community with understanding options that could improve the lantern displays for the Lunar New Year Festival 2024 within the existing budget and explore future options to expand and enrich street lantern displays by consulting with local businesses.

Matter of urgency – Denistone Sports Club

Council resolved to mediate with the Carlingford Sports Club for them to permit the continuation of bowling activities on the Denistone Sports Club site, prior to Council taking ownership of the site. This task will be completed in anticipation of an ongoing arrangement to be finalised following the completion of the sale.

Acknowledgement and recognition of Sandra Bailey, Executive Manager – City Development 

The Mayor, on behalf of Council, acknowledged and thanked Sandra Bailey, Executive Manager – City Development for her contribution and service to Council and recognised her achievements and years served with the City of Ryde.

Matter of urgency – asbestos contamination risks

Council noted that asbestos had been discovered in mulch used at over 13 sites across Sydney, including hospitals, schools, public parks, and public infrastructure. It will conduct an immediate search for asbestos and audit all areas where mulch is used across the City of Ryde.

Matter of urgency – waste collection

Council will prepare a briefing for councillors before the next council meeting that provides an update on changes to the recent Local Government Act tendering regulations regarding waste collection and the protection of workers. Council will also look at increasing advertising about access to the RecyleSmart trial which ends in December.

Matter of urgency – Ryde Secondary College

Council will arrange an immediate meeting with the principal of Ryde Secondary College about unsafe practices outside the school and the implementation of a traffic management plan.

Council submission to NSW Government on housing density changes

Council endorsed the City of Ryde submission to the NSW Government opposing the implementation of the Explanation of Intended Effects – Changes to Create Low and Mid-Rise Housing (EIE) as it provides no evidence-based plans on how increased housing density would be serviced by existing infrastructure and other essential services. Council rejected the proposed planning controls from the EIE to Council’s R2 – Low density residential zones and authorised the CEO to take all action necessary to implement this resolution and otherwise take any action required on the EIE in the interests of the City of Ryde. The Mayor will write to the NSW Premier, the Hon. Chris Minns MP; the Minister for Planning and Public Spaces, the Hon. Paul Scully MP; the Minister for Housing, the Hon. Rose Jackson MLC and the Minister for Transport, the Hon. Jo Haylen MP calling on them to:

  • Take a genuinely collaborative approach to working with Councils to resolve the current housing crisis in a well-balanced planning manner
  • Work with councils to deliver balanced outcomes for their communities alongside increased housing, specifically: infrastructure, essential services, open space and employment opportunities for new and existing residents 
  • Consider the NSW Government having a larger role in the provision of public and affordable housing instead of incentivising Build-to-Rent for developers
  • Work with the Federal Government to explore other policy levers surrounding the current housing crisis (i.e., focus on other potential improvements beyond housing planning controls, including improved pathways for more well-trained builders and tradesmen, and improving the supply of building materials).
