Our Organisation

The City of Ryde is responsible for strategy, planning, policy, regulation, and service delivery for the local government area. During 2021-2025 Council will deliver a half-billion dollar program of investment in infrastructure and services, with a focus on delivering new infrastructure and maintaining the City’s existing assets, as well as high quality services for residents. The Council is led by the General Manager. Council services are delivered through 23 departments that support the General Manager and make up four Directorates and the Office of the General Manager.

General Manager's Office

The Office of the General Manager leads the Council and provides direct administrative support services for the General Manager and high quality legal and consultative services for the City of Ryde.

Wayne Rylands portrait

Acting General Manager - Wayne Rylands

Qualifications: MBA (Technology Management), Grad Dip Business, BE (Civil)
Appointed: 2022

Wayne has over 25 years’ experience in local government. He recently completed three years as the Director, City Delivery at Campbelltown City Council where he oversaw the provision of the Council’s infrastructure, asset management, open space, city safety and security, and operations functions. Prior to that, he was the Executive Manager (Director) Open Space and Urban Services at Lane Cove Council for 10 years. Prior to moving into senior management roles, Wayne was extensively involved for more than 15 years in traffic and transport functions at Lane Cove, Woollahra and Botany Councils.

The management experience Wayne brings to his role will enable him to fit seamlessly into the City of Ryde senior management team to work closely with them in delivering the vision and objectives of the Community Strategic Plan and Council’s extensive capital works program that is contained within the Delivery Plan.

Customer and Community Services Directorate

The Customer and Community Services directorate leads the planning, design and delivery of all customer engagement strategies and strategic customer services. This includes overseeing the operations of the Customer Service Centre, the Ryde Aquatic Leisure Centre and Community and Ranger Services. It is also responsible for managing all internal and external communications for Council across a range of platforms, as well as the extensive calendar of events.

Angela’s extensive career in local government has spanned 31 years to date and encompassed a diverse range of roles and responsibilities. This includes leading and managing large and diverse business units, financial management and budgeting, performance management, negotiation and dispute resolution, and the development and implementation of organisational change and workplace strategies.

In her time at the City of Ryde, Angela has developed strategies and initiatives in the areas of customer and community engagement, communications, digital media, market research and surveys, events management, regulatory services, library services, community services and at Council’s Ryde Aquatic and Leisure Centre. These platforms have created a customer-centric environment and customer and community services culture that support the goals and objectives outlined in the Community Strategic Plan.

Prior to this, Angela worked for 20 years at the City of Sydney where she helped shape its organisational development, human resources and regulatory services functions. 

Angela also travelled to the United States to attend Harvard Business School’s Women’s Leadership Forum focusing on Innovation Strategies for a Changing World.

Her expertise in human resources also resulted in her being appointed a head judge at the Australian HR Leadership Awards for a number of years. Prior to working with Local Government, Angela was employed as an Acoustic Engineer with a private consultancy firm.

City Works Directorate

The City Works directorate delivers a diverse range of services, maintenance and improvements for all of Council's assets, including civil infrastructure (roads, footpaths, drainage), public domain infrastructure (town and neighbourhood centres), parks and reserves, sportsgrounds and public buildings and amenities. It also manages the delivery of the City’s essential waste services.

Director - Charles Mahfoud (Acting)

Charles is a Chartered Professional Engineer (Engineers Australia) as well as a Registered Practising Engineer in Queensland (RPEQ) with over 20 years experience in both the private and local government sectors across a broad range of civil, construction, project management and infrastructure fields.

Throughout his time at the City of Ryde, Charles has been responsible for managing the majority of Ryde’s infrastructure assets such as roads, roadside infrastructure and furniture, stormwater drainage networks, bridges, and carparks.

In more recent years, Charles’ focus has been on asset management and the use of technology and systems to improve asset reporting, asset information and strategic asset planning. During his time at the City of Ryde, Charles was instrumental in the implementation of a new asset management system for the organisation that allows for operational, strategic and mobile asset management solutions. This has allowed Council to save time and effort and ensure the appropriate allocation of funding towards the asset classes that required these. This strategic and automated approach allowed the organisation to have a consistent approach that is no longer reliant heavily on people, but rather on processes and defined criteria.

Charles has a great passion for promoting young engineering professionals in local government and was part of the team that has managed to implement an engineering program which has enabled young engineers to gain exposure to local government engineering and industry practices.

Corporate Services Directorate

The Corporate Services directorate forms an integral part of the City of Ryde Council organisation, working in partnership with the business to provide advice and support to enable delivery of Council services and initiatives. This includes managing a $132 million portfolio of commercial, residential, community and operational properties for the City of Ryde.

Director - Mark Eady

Qualifications: B. Commerce (Accountancy and Management)
Appointed: 2021

Mark has 32 years public sector experience in state and local government. He has previously led corporate and community functions at City of Sydney, Derwent Valley (Tasmania) and Yass Valley Councils. He has led the development and implementation of community strategies and plans, managed reform and change projects, and ensured critical infrastructure was delivered for the community.  Mark has developed recommendations to improve the transparent and efficient operation of many NSW government agencies and councils during his four years at the Independent Commission Against Corruption.

City Planning and Environment Directorate

The City Planning and Environment directorate provides the long-term policy and planning framework for the growth and ongoing liveability of the City. It also provides critical regulatory, enforcement and environmental services to oversee relevant policies and legislation, protecting and enhancing our environment, amenities and community safety.

Director - Liz Coad

Appointed: 2018 (Acting 2016-2017)

Liz has 35 years experience working in Local Government including Randwick and Ku-ring- gai Councils before joining City of Ryde. She has expert knowledge of statutory and land use planning and the associated political and legislative processes.

Liz is responsible for the portfolios of Urban Strategy, Development Assessment, Environment and Health and Building which provide the policy and frame work to manage growth while ensuring the ongoing liveability of the City in line with community expectations as articulated in the Community Strategic Plan and the Local Strategic Planning Statement. 

She also manages critical regulatory, enforcement and environmental services.

Liz has the lead role in advocacy through the Ryde Coordination Group run by the Greater Sydney Commission focused on Macquarie Park and the Meadowbank Education and Employment Precinct.
