Council is taking a wholistic approach for the major upgrade works within the Constitution Road Corridor between Belmore Street and Meadowbank Railway Station to improve traffic capacity and vehicle and pedestrian safety. The works will support the predicted future traffic management requirements of Constitution Road as a primary sub-arterial access road into Meadowbank Town Centre.
The Constitution Road Infrastructure Upgrade will deliver a range of important traffic, safety and public domain improvements, enhance the overall amenity of the Constitution Road corridor and provide improved active transport infrastructure at key locations. The Constitution Road Corridor covers between Belmore Street and the western side of the Meadowbank Railway Station, near Bank Street. The upgrade will also address increasing maintenance costs through the refurbishment of existing assets, such as the Angas Street Bridge.
The upgrade is being delivered over two stages. Stage 1 of the works is now complete and provides much needed improvements to access and mobility for both pedestrians and cyclists.
Stage 2 is currently in ‘investigation and design’ and includes works across five separate phases on Constitution Road between Belmore Street and the western side of the Meadowbank Railway Station, near Bank Street. View the proposed upgrades by selecting the button below.

Stage 1 Works

Background
Stage 1 of the works was completed in May 2024, providing much needed improvements to access and mobility for both pedestrians and active transport users within the Meadowbank Station and educational precinct with at-grade access being user friendly for wheelchair and pram users, avoiding the longer detours which were previously required.
Over the three months of intensive onsite construction activity, the rock face under the Angas Street bridge was cut back to allow the construction of the footpath connection between Bowden Street and See Street and new pedestrian crossing on Constitution Road (near See Street). The rock cutting works overcame challenging wet weather and restrictive site conditions, which required amendments to the design to ensure the ongoing structural integrity of the bridge, support of the embankment abutment and management of nearby high voltage utilities.

23 May 2024
We are continuing to make satisfactory progress on the site with the following works completed last week:
- Angus St Bridge has reopened for public use.
- the footpath works have been completed.
- safety pedestrian fencing has been installed.
- final rock bolt testing has been satisfactorily completed.
We will commence works on a new pedestrian crossing facility next week, which will connect pedestrians to the northern side of Constitution Road at the See Street intersection and through to Meadowbank Station. All existing traffic and pedestrian detours will continue to be in place until all works have been completed.
These works will continue to take place generally between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays (when required). Council and its Contractor are endeavouring to complete all works by Friday 31 May 2024.

Further to the update posted earlier today, Council’s contractor was able to open Angas Street Bridge earlier than expected; it reopened this morning for public use.

We are continuing to make progress on site works. In line with the previous update, the following works have been carried out in the last week:
- Grouting of the last rock bolts
- Spraying of the shotcrete wall
- Removal of the temporary propping of Angas Street Bridge
Given the above, the Angas Street Bridge will reopen to both pedestrians and traffic from 5pm on Friday 17 May 2024. This major milestone signifies that the most complicated portion of works required to open the footpath along the southern side of Constitution Road are complete.
The below works are planned for next week:
- Completion of the footpath pour
- Installation of pedestrian fencing
This will be followed by the installation of a pedestrian crossing facility, connecting pedestrians to the northern side of Constitution Road at the See Street intersection and through to Meadowbank Station.
These works will continue to take place generally between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays (when required). Please expect continuous truck movements during these hours and follow the traffic detours in place. Council and its Contractor are endeavouring to complete all works by Friday 31 May 2024.
10 May 2024
We are continuing to make progress on site works. In line with the previous update, kerb and gutter has been poured and preparatory work to enable shotcreting of the remaining rock face have been completed. Shotcreting is planned to be undertaken during the next two weeks.
While work continues to be hampered by continuous wet weather conditions, Council and its Contractor are endeavouring to complete all works by Friday 31 May 2024.
These works will continue to take place generally between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays (when required). Please expect continuous truck movements during these hours and follow the traffic detours in place. The Angas Street Bridge will remain closed to both traffic and pedestrians for the duration of the project.
1 May 2024
We are continuing to make progress on site works. The rock cutting works is now complete, which is a major milestone considering the recent adverse weather as well as unsatisfactory site conditions. The rock excavation works found large sections of the remaining sandstone to be heavily weathered which required designs to be adjusted to ensure ongoing structural integrity of the bridge abutment as well as supporting the embankment with the high voltage buried cable and power pole. Work is now progressing this week on the following:
- Stabilisation of a loose section of the embankment by installation of additional rock bolts
- Formwork and concrete pour for the kerb and gutter
- Controls are being put in place to contain rock and dust overspray during shotcrete
- Installation of reinforcing steel to shotcrete on the rock face
- to allow the works to progress safely
Due to recent extreme weather events and some unforeseen site conditions as mentioned above, required additional works to maintain safe working condition resulted in delays to the progress of site works. At this stage, all works are anticipated to be completed by Friday 31 May 2024 subject to continuing favourable weather conditions.
These works will continue to take place generally between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays (when required). Please expect continuous truck movements during these hours and follow the traffic detours in place. The Angas Street Bridge will remain closed to both traffic and pedestrians for the duration of the project.
17 April 2024
Works are continuing at the Constitution Road Footpath Replacement Project, with the following works being carried out last week:
- Rock face cutting works have now been completed
- Additional rock bolts are being installed
- The formwork for the kerb and gutter have been completed with concrete being poured Friday 12 April 2024
- Drainage is being installed
The below works are planned for next week:
- Preparation for shotcrete and the footpath pour
These works will continue to take place between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays. Please expect continuous truck movements during these hours and follow the traffic detours in place. The Angas Street Bridge will remain closed to both traffic and pedestrians for the duration of this project.
Following recent extreme weather events and some unforeseen site conditions, additional works will be required. An update will soon be provided on the revised completion date.

Works are continuing at the Constitution Road Footpath Replacement Project, with the following works being carried out this week:
- Rock cutting works, due to be completed this week
The below works are planned for next week:
- Drilling on remaining bore holes
- Rock bolts to be prepped and grouted
- Rock face to be prepped with reinforcing steel in preparation for shotcrete
- Redesign expected from structural Engineer for soil stabilisation on the western end of the project
These works will continue to take place between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays. Works are continuing at the Constitution Road Footpath Replacement Project, with the following works being carried out this week:
- Continuing rock face cutting with frequent geotechnical inspections to monitor the quality of the rock
- Some rock bolts installed on eastern end to help stabilise while we continue cutting
The below works are planned for next week:
- Continue saw cutting to widen rock face with frequent geotechnical inspections
- Constant monitoring of Angus Street bridge and surrounding traffic

- Rock face cutting on the western end has commenced
- Rock bolt drilling has commenced on the eastern end
- Inspections are being carried out and Geotechnical advice is being followed, due to the sensitivity of the ground conditions
The below works are planned for next week:
- Continuation of the rock saw cutting and drilling
- Installation of preliminary rock bolts as the work progresses

Works are continuing at the Constitution Road Footpath Replacement Project, with the following work being carried out this week:
- The supporting props and beams for the Angas St Bridge have been signed off by the structural engineer
- Vibration monitoring is underway for the bridge and the services it supports
- The first stage of rock cutting on both sides of the prop have been completed
- Removal of the tree stump
The below works are planned for next week:
- Continuation of the rock cutting, pending sign off by the Geotech
- Planning for the drilling of the rock bolts holes
- Regular inspections by the Geotech

Works have now commenced at the Constitution Road Footpath Replacement Project, with the following works being carried out this week:
- Traffic diversion and signage has been set up
- Site has been established
- Planning and preparation for the closure of Angas St Bridge from Monday 26/02/2024
- Preparation for rock cutting work, to start week commencing 26/02/2024
Work will continue between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays.
