Voluntary Planning Agreements on Exhibition

Please Note: Not all VPAs received by Council require public notification. Council follows a Community Participation Plan (CPP) that outlines the mandatory community engagement requirements (how and when Council will engage with the community) on planning matters. The CPP reflects the community participation requirements in planning legislation, including mandatory consultation timeframes.

Notice of Exhibition of Voluntary Planning Agreement
VPA2025/1 - Draft Voluntary Planning Agreement (VPA) for 25 Talavera Road, Macquarie Park being Lot 21, DP 1319168 (formerly part of 1-5 Khartoum Road).

The Draft VPA relates to a State Significant Development application (SSD-63235720) which is currently under assessment by the NSW Department of Planning, Housing and Infrastructure. The application seeks consent for the demolition of existing structures and construction of a six-storey data centre.

The VPA is consistent with the Macquarie Park incentive scheme under the Ryde Local Environmental Plan 2014 and provides for the payment of a monetary contribution of $3,039,605 to be used towards the delivery of local infrastructure including open space and the fine grain road network at Council’s discretion.

This agreement does not exclude the application of sections 7.11, 7.12 and 7.24 of the EP&A Act.

Submissions

Submissions must be received by no later than Monday 9 February 2026.

Please clearly quote reference number VPA2025/1 when making any submission on this matter.


Making Submissions

Anyone may make submissions concerning these Draft Planning Agreements. Submissions are required to be in writing, and should the submission be by way of objection to the Draft Planning Agreements, the submission should specify the grounds of objection. They should be addressed to:

Planning Agreements are related to either rezonings and/or development applications. Therefore, submissions in relation to Draft Planning Agreements will be publicly accessible on request.

The supply of personal information is voluntary. However if you choose to make an anonymous submission it may be given less weight (or no weight) in the overall consideration of the application.
