Council Resolution | Proposed Trial of Dog Off-Leash Areas

From 3 October 2023 - 7 January 2024, Council invited our community to share their feedback on the proposed trial of dog off-leash areas for the following sites:
- Eastwood Park, Eastwood (lower field) (when not used for organised sporting activities booked by Council)
- Granny Smith Memorial Park, Eastwood
- Pioneer Park, Marsfield (when not used for organised sporting activities booked by Council)
- Waterloo Park North, Marsfield (northern area on Vimiera Rd)
- Banjo Paterson Park, Gladesville (excluding weekends and public holidays)
- Lardelli Park, Ryde
The community engagement outcomes were reported to the Council Meeting on Tuesday 22 July 2025, and the feedback helped inform Council's decision.
At this meeting, Council endorsed a 12-month unfenced dog off-leash trial at Granny Smith Memorial Park, Pioneer Park (when not used for sporting activities booked by Council), and Lardelli Park (lower area).
Council Resolution
At the Council Meeting held on Tuesday 22 July 2025, it was resolved:
(a) That Council endorses a 12-month unfenced dog off-leash trial at Granny Smith Memorial Park, Pioneer Park (when not used for sporting activities booked by Council), and Lardelli Park Lower Area.
(b) That Council endorses the installation of supporting infrastructure including signage, dog waste bins, and bag dispensers for the 12-month trial at Granny Smith Memorial Park, Pioneer Park, and the lower area of Lardelli Park, to be funded through the Parks & Open Space Operational Budget for 2025/2026.
(c) That a report on the findings of the 12-month trial be presented to Council within three (3) months of the conclusion of the trial, and that this report also to include recommendations for improved signage – particularly at parks that are not designated as off-leash areas and are regularly hired or used by community user groups – to help prevent misuse and maintain the condition of these shared spaces.
Next Steps
Council will conduct a 12-month trial of unfenced dog off-leash areas at Granny Smith Memorial Park, Pioneer Park (when not used for sporting activities booked by Council), and Lardelli Park (lower area).
The trial is anticipated to commence later this year, during which our community will be invited to share their feedback.
