Received Voluntary Planning Agreements on Exhibition

Council has received the following Voluntary Planning Agreements (VPAs) as published in Northern District Times Newspaper.

 Please Note: Not all VPAs received by the Council require advertising. Please refer to the Ryde Development Control Plan 2014: Part 2.1 Notification of Development Applications (PDF 1.6 MB) for further information.


Property: 25-27 Epping Road, Macquarie Park NSW 2113 (Lots 104 and 105 in DP1224238)
Local Development Application No: LDA2016/0395
Applicant: Greenland (Sydney) Lachlan’s Line Macquarie Park Development Pty Limited
Description: Construction of a mixed use development commercial/retail/residential comprising 3 levels of basement car parking and loading to service all activities on the land; a tunnel beneath Jarvis Circuit linking basement levels 01 and 02 across the land; 8 residential building ranging from 3 to 17 storeys; publicly accessible open spaces; and 2,500sqm community facility over 2 levels.

The above development application is yet to be determined by the Sydney North Planning Panel, however Council resolved at its Meeting (No.3/17) of 26 April 2017 to accept a letter offer from the Developer providing public benefits, subject to results of the Public Exhibition and approval of the Development Application being granted.

The VPA will provide the following Public Benefits should the Development Application be approved:

  • Fitout of Community Facility within Lot 104 DP1224238 to value of $900,000 over and above the provision of the Community Facility Works agreed in the North Ryde M2 Site Planning Agreement to offset the proposed Tunnel under Jarvis Circuit.

The above applications are not ‘designated development’ under the terms of the Environmental Planning & Assessment Act, and the City of Ryde is the authority responsible for the determination of the applications.

Making Submissions
Anyone may make submissions concerning these applications. Submissions are required to be in writing, and should the submission be by way of objection to the proposal, the submission should specify the grounds of objection. They should be addressed to:

Council has resolved that all submissions received in relation to rezoning and development applications will be publicly accessible on request.
