Building and Development Advisory Service

A specialist support service for planning, building and development matters.

Council’s Building and Development Advisory Service (B+DAS) in conjunction with Customer Service and the City Planning and Environment Directorate provides front end planning, development and building information for residents and building professionals. The type of business the team is able to assist with includes:    

  • Planning and development enquiries
  • Lodgement of Development Application (DA), Complying Development Certificates (CDC), Building Information Certificates, Subdivision Certificates, Construction Certificates
  • Development Application lodgement
  • Development Engineer Enquiries
  • Payment of development fees
  • Building certification and compliance
  • Viewing of notification and exhibition material
  • Search of historical documents.

Simple enquiries are able to be made by phone. However, more complex planning or building discussions may require you to come into the Council for one of the services below.

Book a planning or development appointment 

Book a free 30 minute appointment with a town planner to discuss your minor development proposal or lodge your minor Development Application.  Examples of minor development types which can be catered for in this service include new dwelling houses, secondary dwellings, duplex development, subdivisions, alterations and additions, swimming pools, minor change of use applications and home business.

Other types of major development such as multi-dwelling housing, mixed use development, residential apartment buildings, boarding houses, child care centres, commercial premises and concept development proposals may require attendance at a separate Prelodgement Meeting (for which fees apply).  For more detail on this service, please contact Customer Service on 9952 8222.

Need help with Building Certification & Compliance matters? New Service

Book a free 30 minute appointment with a Building Certification and Compliance Officer who can assist you with enquiries about:

  • Building Information Certificates, Construction Certificates, Occupation Certificates, Complying Development Certificates
  • Unauthorized and non-compliant works, complaints and enforcement action
  • Building Classification, building regulations and fire safety requirements
  • Hoardings
  • Swimming Pools Act and compliance requirements

Please note that this is a free 30 minute appointment service to allow an informal preliminary discussion pertaining to building certification and compliance matters.

More complex matters relating to unauthorized works, and the lodgement of applications and certificates to legitimize such works may require attendance to a separate meeting with Council’s Unauthorized Works Advisory Panel. This can be separately arranged by contacting Council's Customer Service Centre on 9952 8222.

Need help with engineering/stormwater-related matters? 

Book a free 30 minute appointment with a Development Engineer to discuss engineering related development matters. In particular, the duty development engineer can assist you with enquiries about:

  • Stormwater and drainage matters that relate to your development application
  • Development applications for properties that are flood affected.
  • Vehicle access and parking requirements
  • Geotechnical and slope instability

Important Appointment Information:

Please note that this is a free 30 minute appointment service to allow an informal preliminary discussion pertaining to minor planning, building and development enquiries.

The lodgement of a major application does NOT require a booking as it needs to go through an accept, check, lodge process which means that applicants only need to submit a set of the application package at the Customer Service Centre where it is reviewed within 7 business days and proponents advised as to whether the application is complete and can be lodged.

Bookings are limited to one half hour meeting/timeslot per customer per day.

Council Officers may not have the necessary details regarding the site conditions or details of the proposal to provide any formal advice on certain matters. Council staff cannot guarantee that the site is suitable for development or what the development potential of a site would be. While Council Officers will endeavour to provide information on zonings, development control plans and general planning requirements, the onus is on the applicant to review the relevant planning policies for the area and to obtain a Section 10.7 Planning Certificate.

Prelodgement Meetings

This service is aimed at larger, complex residential and commercial developments. A prelodgement meeting provides the prospective applicant with the opportunity to discuss and receive feedback from Council on the technical and merit aspects of a development proposal.

Urban Design Review Panel

This service is for residential apartment buildings of 3 storeys or above in height; major developments within town centres, and; new major developments in the City of Ryde (where the design of the proposed developments is considered by a panel of experts prior to the lodgement of the development application).

Lodgement Interviews

A lodgement interview is to assist in the efficient processing of major or complex development applications.

Unauthorised Works Advisory Panel (UWAP)

This service is to assist in addressing and resolving matters around non-conforming and unauthorised works that are the subject of compliance and enforcement action by Council and/or private certifiers. For more information, see our UWAP web page.

Written Advice 

B+DAS can offer written advice on planning or building matters via email or post. However, there is a fee application for some correspondence. For more information contact Council's Customer Service.
