ELS Hall Park Draft Plan of Management & Proposed Land Re-categorisation

Consultation closed on 29 November 2020

In late 2017 and early 2019 the City of Ryde asked for your ideas and suggestions for how ELS Hall Park can be managed, maintained and improved now and into the future.

Based on your feedback, Council prepared a Masterplan which was adopted in May 2019 and a draft Plan of Management which is now on public exhibition until Sunday 29 November 2020.

The purpose of the draft Plan of Management is to identify objectives and targets and propose strategies to protect and guide future maintenance and management of ELS Hall Park.

Council is also proposing to re-categorise four small portions of ELS Hall Park to reflect current and future park use in accordance with the adopted Masterplan.

Adoption and Council Resolution 9 February 2021

At the Works & Community Committee meeting held on Tuesday 9 February 2021, Council resolved the following: 

(a) Council adopt the ELS Hall Park Plan of Management in accordance with section 40 of the Local Government Act 1993. 

(b) That in accordance with Section 40A and 47G of the Local Government Act 1993, Council adopt the recategorisations as set out in the Public Hearing and Submissions Report from Parkland Planners to bring these in line with the changes as outlined in the ELS Hall Park, Greenwood Park and Booth Reserve Masterplan adopted by Council in May 2019.

Please note: This is now a resolution of Council in accordance with the Committee's delegated powers. The minutes of the works and Community Committee were adopted at Council Meeting on 23 February 2021.

Submissions and feedback from the community consultation have been considered in the preparation of the Plan of Management. The draft Plan of Management will be considered for adoption at the next Works and Community Meeting on Tuesday 9 February 2021.

Public Hearing Report is now available to view

As part of the ELS Hall Park Draft Plan of Management, the ELS Hall Park proposed land re-categorisation Public Hearing was held on Thursday 5 November 2020.

All submissions and feedback provided during the public hearing have been incorporated into the public hearing report which has been made publicly available as required by Section 47G(3) of the Local Government Act 1993. 

The ELS Hall proposed land re-categorisation  is now available for viewing.

Public Hearing for proposed land re-categorisation

Local residents are invited to attend the public hearing on the proposed land re-categorisation in accordance with the Local Government Act 1993. Council will use an independent facilitator (Parkland Planners) to conduct the public hearing.

Due to the current restrictions on public gatherings, residents will be able to attend the public hearing through a phone call or video link. 

Date     Thursday 5 November 2020
Time     4.30pm – 6.00pm

Registrations for the public hearing close 12.00noon Thursday 5 November 2020. 

How do I participate in the public hearing?

Register in advance to  participate in the public hearing by completing the online registration below or if you don’t have internet access, please call Customer Service on 9952 8222. 

Once registered, you will receive further information closer to the public hearing date on how to join the meeting via phone or video link.  Registrations has now closed, please contact Customer Service if you would like to register for a phone session.

Written Submissions

Written submissions must be clearly marked as ‘ELS Hall Park draft Plan of Management’ or ‘ELS Hall Park proposed land re-categorisation’. 

All submissions must be received by Sunday 29 November 2020.
