Council is taking a wholistic approach for the major upgrade works within the Constitution Road Corridor between Belmore Street and Meadowbank Railway Station to improve traffic capacity and vehicle and pedestrian safety. The works will support the predicted future traffic management requirements of Constitution Road as a primary sub-arterial access road into Meadowbank Town Centre.

What will the works include?
  • Continuation of footpath through rock cutting under the Angas Street Bridge (Stage 1)
  • Installation of traffic lights at the Constitution Road and Bowden Street intersection to improve traffic and pedestrian safety (Stage 2)
  • Reconstruction and widening of Constitution Road and footpath improvements to enhance motorist and pedestrian safety (Stage 2)
  • New permanent retaining wall on the northern side of Constitution Road to permanently restore embankment failures arising from previous storms (Stage 2)

Updates

18 March 2024

Works are continuing at the Constitution Road Footpath Replacement Project, with the following works being carried out this week:

  • Rock face cutting on the western end has commenced
  • Rock bolt drilling has commenced on the eastern end
  • Inspections are being carried out and Geotechnical advice is being followed, due to the sensitivity of the ground conditions 

The below works are planned for next week:

  • Continuation of the rock saw cutting and drilling
  • Installation of preliminary rock bolts as the work progresses

These works will continue to take place between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays. Please expect continuous truck movements during these hours and follow the traffic detours in place.

Angas Street Bridge has been closed to both traffic and pedestrians during rock cutting work to ensure public safety in the surrounding area during this key stage of the works. The bridge was closed Monday 26 February 2024 and is expected to re-open 19 April 2024 (weather permitting).

Constitution Road is closed to eastbound traffic between See and Bowden Streets until 19 April 2024 (weather permitting) please follow detour signs or see detour map.

11 March 2024

Works are continuing at the Constitution Road Footpath Replacement Project, with the following work being carried out this week:

  • The supporting props and beams for the Angas St Bridge have been signed off by the structural engineer
  • Vibration monitoring is underway for the bridge and the services it supports
  • The first stage of rock cutting on both sides of the prop have been completed
  • Removal of the tree stump

The below works are planned for next week:

  • Continuation of the rock cutting, pending sign off by the Geotech
  • Planning for the drilling of the rock bolts holes
  • Regular inspections by the Geotech 

This work will continue to take place between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays. Please expect continuous truck movements during these hours and follow the traffic detours in place.

  • The supporting props and beams for the Angas Street Bridge have been set up
  • Vibration monitoring is underway for the bridge and the services it supports
  • Rock cutting has commenced

The below works are planned for next week:

  • Continuation of the rock cutting with frequent inspections by the Geotechnical engineer
  • Continual monitoring of the bridge and adjacent power pole

This work will continue to take place between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays. Please expect continuous truck movements during these hours and follow the traffic detours in place.

23 February 2024

Works have now commenced at the Constitution Road Footpath Replacement Project, with the following works being carried out this week:

  • Traffic diversion and signage has been set up
  • Site has been established
  • Planning and preparation for the closure of Angas St Bridge from Monday 26/02/2024
  • Preparation for rock cutting work, to start week commencing 26/02/2024

Work will continue between the hours of 7am to 5pm Monday to Friday, and from 8am to 4pm on Saturdays. Please expect continuous truck movements during these hours and follow the traffic detours in place. The Angas St Bridge will remain closed to both traffic and pedestrians for the duration of this project, with the closure expected to commence from Monday 26/02/2024.


Stage 1 | Constitution Road Footpath Connection

The rock face under Angas Street bridge will be cut back to enable construction of a footpath connection between Bowden Street and See Street, Meadowbank. This will  provide a connected, accessible pathway while Council continues to work with property owners to make safe and restore the footpath and embankment on the northern side. Works also include a new pedestrian crossing at See Street and Constitution Road to improve access to both Meadowbank Railway Station and TAFE. 

Pedestrian Crossing Relocation

The pedestrian crossing was relocated further west of the roundabout along Constitution Road to improve pedestrian safety. Completed December 2022.

Rock Face Cutting

A suitably qualified specialist contractor to cut back the rock face to enable the construction of the footpath extension was appointed in January 2024.

  • Work Notification to the residents in the area has been completed. View the Work Notification Flyer(PDF, 4MB).
  • Construction activities started on 19 February 2024, beginning with site setup and traffic management activities. Work is expected to be completed by 19 April 2024.
  • To facilitate the site compound, east bound traffic has been diverted during the work. Refer to Traffic Management Plan in the Work Notification Flyer(PDF, 4MB).
  • In the interest of safety, Angas Street bridge will be closed to vehicles, pedestrians, and cyclists during the excavation and stabilisation works. However, when possible, the bridge will remain accessible to pedestrians, and cyclists.

New Pedestrian Crossing

A new pedestrian crossing will be built across Constitution Road at See Street to improve access to both Meadowbank Station and TAFE.

  • The pedestrian crossing design has now been completed.
  • Construction activity will start in early April.

Stage 2 | Constitution Road/Bowden Street Traffic Management

These works relate to the installation of new traffic signals at the intersection of Constitution Road and Bowden Street, Meadowbank, which will be undertaken as part of major upgrades to Constitution Road. The broader upgrades will include road widening, lighting upgrade, utility adjustments and public domain improvements.

UPDATE

Council has initiated the procurement process to appoint a suitable consultant to develop detailed designs for the road upgrade. Community feedback on designs will be sought mid-2024.

Stage 2 construction is expected to commence in 2025.
