Who are Ryde Certifiers?

Ryde Certifiers is an initiative of the City of Ryde Council.

Our team of experienced building surveyors are accredited by the NSW Building Professions Board and supported by Councils multidisciplinary team of experienced and reliable experts who have a broad range of knowledge in building and town planning matters.

Our aim is to provide accurate and fast building certification services to our customers within Ryde local government area.

What services do Ryde Certifiers offer?

We are a customer focused, one-stop shop where you can get all your certification done at the same place by our multidisciplinary team of in-house experts.

How do I lodge an application?

Applications to apply for Construction Certificates, Complying Development Certificates, Building Information Certificates, Occupation Certificates and Principal Certifier appointments must now be lodged on the NSW Planning Portal

Can my development be approved under CDC or do I need a DA?

Approval under a Complying Development Certificate can be issued in 20 days if the proposal complies with the relevant requirements under the SEPP (Exempt and Complying Development Codes) 2008

Development that cannot meet requirements under the Codes SEPP must obtain approval from Council through the preparation of a development application.

Ryde Certifiers offer a free advisory service to help you determine whether your proposal can be built as Complying Development.

When do I need a Construction Certificate?

A Construction Certificate (CC) must be obtained after a development application has been approved and prior to the commencement of any building work.

A CC verifies that a building project will achieve the terms of the NCC (Building Code of Australia) and any relevant Australian Standards and certifies that the construction plans, and specifications are consistent with the development consent stamped approved plans and will comply with the conditions of the development consent.

When lodging your Construction Certificate, you will need to nominate your appointed Principal Certifier (PC).

At Ryde Certifiers, our experienced, accredited and qualified team of building surveyors are available 5 days a week all year round to complete your Construction Certificate (CC) and be appointed as your PC.

What is a Principal Certifier?

If you’re planning a development that will need approval you may need to appoint a Principal Certifier (PC). The PC must be appointed by the landowner rather than the builder.

The role of the PC is to:

  • Oversee the construction phase of development and
  • Completes mandatory building inspections, known as critical stage inspections, known as critical stage inspections, to make sure that building standards are met.

You can appoint Ryde Certifiers to be your PC at the same time as lodging your Complying Development Certificate or Construction Certificate – we do it all!

When can I start construction?

Construction work can begin two days after a Construction Certificate or Complying Development Certificate has been issued and you have forwarded the Notice of Commencement of Building Work to Council and the PC.

If you appoint Ryde Certifiers as your PC we will prepare all the necessary paperwork and assist you with these administrative requirements.

What is a Critical Stage Inspection?

The Environmental Planning and Assessment Regulation 2000 requires critical stage inspections to be undertaken by the appointed Principal Certifier (PC) before, during and at the completion of a building project to ensure that the development is constructed in accordance with the approval and that it will meet the NCC (Building Code of Australia) and other legislative requirements relating to health and safety.

There are several mandatory critical stage inspections required for all types of Class 1 and 10 developments. A complete list of the required inspections for your specific building project are detailed in the schedule attached to your Construction Certificate or Complying Development Certificate.

Ryde Certifiers can undertake the mandatory critical stage inspections during your building project and can issue the Occupation Certificate upon satisfaction of these inspections. It is noted that these inspections must be carried out by Council irrespective of whether the building work is also inspected by a structural engineer..

What is an Occupation Certificate?

The Environmental Planning and Assessment Regulation 2000 requires an Occupation Certificate to be issued to an owner or occupier prior to legally occupying or using a new building or new part of an existing building. An Occupation Certificate can only be issued by the Principal Certifier (PC) appointed for the building work. The occupation or use of a new building or new part of an existing building prior to the issue of an Occupation Certificate may attract penalties including the possible issue of a Penalty Infringement Notice.
